It sounds like your main complaint is you don't like the way your Business Agent is doing his job.
Have you tried talking to him in a straightforward manner, one on one, and explaining your issues? Have you tried talking to his boss? That would be the Local Principal Officer and/or the Local Executive Board. Make an appointment to go see the guy. I think that would be Craig McInnis.
Have you tried electing or collecting signatures to designate a shop steward? Then your group will be speaking with one voice as issues come up.
If you decertify, there will be no more negotiations at all. You will be giving the Employer a free hand to do whatever they want, with no organized input at all from the employees.
You are much better off putting in some effort and making the Union work properly, rather than completely throwing in the towel by decertifying.
