Working two positions for one money

Not sure how this is going down, but we have a guy at Cobo Hall that many of us believe should be brought up on charges.
He works as the "Dock Master" and is in a crew in the Ford booth all during the same shift. Again our local says don't make waves! This is the second year that this has happened, and many of us feel that he is taking food off the table of another brother, it's just not right. Those were two separate positions in the past, but some type of a deal has been cut by the contractor and the hall. Hell we haven't voted on a contract in ten years, the hall seems to do that for us....non of us have even seen a contract, but we know that one exists. Where can we go with this? Kevin Moore won't listen and he is in bed with Hoffa, so that avenue is closed..Help!!!!
