Seen this situation many times. Your steward is most likely doing what the local is telling him to do because they are in bed with management. If your steward is also a shop foremen then its obvious he's in bed with management. One time we had a union steward who got promoted to foremen. The members got together the same day he was promoted and voted to oust him as steward. We called the Ba out and voted a new steward in the next day. You need to do the same. Get this guy out as steward and if your local fights you on that then you also need to put together a slate of candidates and oust them.

Steward AND management? Talk about a conflict of interest. How is that even allowed to happen!?

Contact the NLRB. If he can discipline then he can not be a steward.
