DHL Defends Overhaul

Congress and contract considerations aside, DHL is pushing ahead with plans to abandon its dedicated hub operations in Wilmington, Ohio, and outsource its transportation in the United States to competitor UPS.
DHL Express Global CEO John Mullen, in a rare look by Congress at air express industry competition, told a congressional panel last week that the proposed arrangement with UPS does not violate antitrust law and that DHL is prepared to provide $260 million to workers facing lost jobs.
Some $225 million of that, said Mullen, "represents our effort to go beyond what would otherwise be required."
The figure also may represent some of the growing pressure on DHL as it restructures its money-losing operations in the United States and withdraws from current outsourced flight agreements with ABX Air and ASTAR Air Cargo. The moves will cost some 8,000 workers their jobs, mostly at the Wilmington hub ABX operates for DHL.
